This new Bissell bagless vacuum cleaner is an upgrade to the 3950. While very similar in appearance, despite the new green skin, there are some improvements. Like it’s predecessor, this upright uses dual cyclonic action for improved suction power and to remove dirt from the air before it is expelled through the HEPA filter. This vacuum cleaner gives you the cleaning power of the 3950 with a lightweight design at an affordable price.

Power and maintenance. The pre-motor will need regular cleaning and periodic replacement. Bagless uses belts that will need periodic replacement but the Total Floors makes access to the belt and brush roller easy. HEPA filter is not washable or self-cleaning and will require replacement when it gets dirty. The air flow indicator light turns red when filters need to be checked. Periodic cleaning of the upper tank and louvers will be necessary for maximum performance. The Bissell 3990 Upright Vacuum uses the standard 12 amp motor.

Pros:
According to it’s new owners, the Bissell 6393/3990 is self propelled, which is not advertised by Bissell. This vacuum weighs 19.5 lbs. making it one of the lighter vacuum cleaners on the market. The Scattersheild helps to keep dirt and debris inside the cleaning head while vacuuming hard floors. A large dirt container allows you to vacuum more area before having to empty it. Access to the roller and belt are easy. This bagless has a clear cover over the roller brush so you can see when it needs cleaning, or when something is stopping the brush. The manual brush on/off switch makes it easy to go from carpets to hard floors. Owners report that this vacuum has very good suction power and grooms the carpet well. The dual Cyclonic action effectively removes dirt and dust before pushing the air through the HEPA filter. Hopefully, this extends the life of the filter. It certainly will provide cleaner air exiting the vacuum.

Cons:
The power cord on the Bissell 3990 Bagless is difficult to roll up with its awkward location. Wheels are all plastic; some rubber would have made them more conducive to use on hard floors. Cleaning wand is not telescopic, so your stuck with the nearly 16 inches.
